WPSU covers the State College Community Land Trust and the West Penn Power Sustainable Energy Fund’s partnership to retrofit a 1970s duplex in State College. The project is the first multifamily retrofit to receive meet energy-saving Passive House standards in Pennsylvania, and the second in the entire country. The home was put up for sale to income-qualified households at a below-market price.
